This is a Photo/Picture of Barrett's Penstemon Blooming at the top of a Cliff at Catherine Creek, Washington.
Barrett's pentemon (Penstemon barrettiae) is adapted to rocky areas. Look for it on cliff faces and talus slopes where nothing else will grow. A beautiful flower in its own right, its beauty is enhanced by its habit of blooming in dense mounds and because, growing as it does in the rocks, it stands in stark contrast to its barren surroundings.
